You can browse through their various forums/topics, and you don't have to join to do so. But if you want to join, it's free. There are always lots of people offering recipes, as well as cooking tips, resources, etc.
Also, if you happen to be interested in a specific topic (like Thai food or bread baking, for example), you can usually find exhaustive information on any given topic.

At grocery stores like walmart and tom thumb they have free recipe cards in the produce section. Really good recipes! Sorry, I don't know any online recipe sites.

My favorite site is www.allrecipes.com. You can read through the reviews on each recipe and get suggestions from users who have tried the recipe. Great site!

I always use epicurious.com first. I love their advanced search section where you can put in the main ingredient and then check off prep methods, cuisines, other food items you want, etc..
If I don't find what I'm looking for there, I end up at allrecipes.com
