Since the holy spirit or active force emanates from God and is intimately connected with God’s person, Jesus could speak of “blasphemy against the spirit.” This is stated to be the unforgivable sin. (Mt 12:31; Mr 3:28, 29; Lu 12:10) Blasphemy is shown to originate within one’s heart (Mt 15:19; Mr 7:21, 22); hence the heart condition, manifest in the willfulness involved, must relate to such blasphemy against the spirit. The incident that led to Jesus’ statement concerning the unpardonableness of such sin demonstrates that it refers to opposing the operation of God’s spirit. This would not be because of deception, human weakness, or imperfection; but the opposition would be willful and deliberate. The Pharisees clearly saw God’s spirit at work in Jesus to accomplish good, yet for selfish reasons they attributed this power to Beelzebub, Satan the Devil, thereby blaspheming God’s holy spirit.—Mt 12:22-32; compare Heb 6:4-6; 10:26, 27.

The scriptures that speak of blaspheming the Holy Ghost are for Christians.
When someone gets saved and filled with the Holy Ghost then denies God's gifts by calling God a liar is blaspheming the Holy Ghost. i.e. The Holy Ghost is the spirit of truth so to lie against it would be like treason in a way.
Some deny the signs of the Holy Ghost, i.e. being "spirit-filled", seeing miracles, or gifts of healing. They speak against speaking in tongues claiming it comes from the devil.
This judgment does not apply to sinners or unbelievers. They have their own judgment coming.

Good question - its been asked by several people the last couple of days. Here was the answer I gave on one of those questions:
To blaspheme God is to reject Him. When we blaspheme the Holy Spirit, we are rejecting the Holy Spirit. Since the Holy Spirit comes to us after we accept Jesus as our LORD and Savior, we are in fact rejecting Jesus' gift of life.
In reality, every sin can be forgiven. But if we don't want to be forgiven (if we reject His gift), we won't be forgiven. Its called free will.

The holy spirit is called the Spirit of Truth. It testifies that Jesus Christ is God's Son sent to save the world. Therefore, if you call the holy spirit a liar, you basically rejecting God and Jesus at the same time. There is recourse for every sin but rejecting the truth of salvation is the only thing that will condemn someone to hell.

Blaspheming the Holy Spirit is very last impenitence. it really is refusing the grace of the Holy Spirit and, for this reason, unpardonable through nature. A sinner who does not repent won't be able to be pardoned.

I believe it is after you've received the Holy Spirit into your heart & then you constantly grieve Him- or even yet start worshipping Satan or something else of that nature,,,I believe the Holy Spirit is the part of God's sensitive nature, who has come in Love to teach us the right way to go & continually cannot be grieved....
