My friend dove into a too shallow swimming pool and broke his neck and is paralyzed from the neck down, i have heard that stem cell replacement therapy could help him walk again, but understand it is illegal in the usa, is there a country anywhere that would allow this? and why is it so important for the USA to keep this kind of treatment under wraps?

That is not the problem! First how long has your friend been quadriplegic? IF they can repair the spinal cord, your friend might spent the rest of his/her life in physiotherapy, just trying to regain muscle mass. This scenario was never answered when Chris Reeves was alive and he really wanted to walk again. Some quads would rather enjoy what they have now, then spend years trying to walk again.
My friend, male, now has twins, ten weeks old and has his name in for the next General Election in six weeks time, so if he gets voted in, we will have an excellent representative locally and I reckon you might all hear of him on a Global Scale soon.
No please do not ask how he managed it!

Stem Cell technology is not illegal in the USA. People get stem cell therapy all the time.
