Actually, a Japanese person would not say something like "Can I be your friend?" to someone they just met.

In everyday Japanese, you could say:
Hajimemashite, boku/watashi wa ______ to moushimasu.
始めまして、僕・私は____と申します。

Then, towards the end of the conversation, after you have spoken for several minutes, you could say:
Itsuka ocha demo nomimasen ka. (Let's go out for tea sometime) [If you are talking to a woman.]
いつか、お茶でも飲みませんか。
If you are talking to a man, you would say:
Itsuka nomini ikimasen ka. (Let's go drinking sometime.)
いつか飲みに行きませんか。
