That's not a Muslim name. It comes from the Apocrapha book of Tobit, and was the name of an archangel. It means "God Shall Heal" in Hebrew.

It's not really Muslim. It was around in Jewish and Christians writings before that. But since the Muslims accept the Bible too, I guess it's Muslim as well...
I believe it means "God heals" or healing from God. el means God in all the angels names.
