That type of graphic was popularized by a Andy Warhal Painting in the 60's.

Any graphic program will do this, like Photo Shop, Paint Shop Pro, just about every other one out there.

You would start by making 4 copies of the same graphic file and editing each one seperatly using different filters and color ranges. Then you would copy and paste all 4 images into one new image.
