Tap is Tapasya and it alone... may give siddhis or heaven...but Tapasya never leads to Moksha.
Jap is a part of Adhyatama...which may lead to Moksha
Even those who do lot of Tapasaya...may come back with great siddhis...but they have to turn to Japa, Gyana etc to attain Moksha
Real Tapa is controlling of sensual organs..not troubling the organs... as Krishna too confirmed in Gita

You got it all wrong buddy. 'Jap' and 'Tap' are no better without each other. 'Jap' acutally stands for 'Gyana' - wisdom, and 'Tap' stands for 'Karma' - actions.
Theres no point of reciting the gayatri mantra unless you understand what actually it means. Similarly, there's no point of unknowingly acting like a noble human being (the point is, if you had known the the outcome would have benefitted the other indivudual more that it benefitted you, how different your actions could have been).
The so called Hindu scripts don't just prescribe few mantras for 'Jap'. They have also explained the meanings., and the 'Taps' required with the 'Japs'.
Frankly, wisdom is of no good, unless you can utilize it with your actions. And actions are of no good if they are not wisely chosen.

TAP ATONES THE SINS BUT DOESNT COMPLETELY FREE THE PERSON OF SINS. SO HE MIGHT SIN AGAIN AFTER TAPA. JAPA PURIFIES THE HEART. IT DOESNT ONLY ATONE THE SINS BUT ALSO PURIFIES US IN A WAY THAT WE ABSTAIN FROM COMMITTING THE SINS AGAIN.

Tap or Tapasya or Austerity need favorable conditions pertaining to the proper time, sacred place and person doing tapasya should be able to tolerate the adverse effects and persevere in the path.
Jap or Japa or chanting the holy names do not depend on the time, place and circumstances. Even children, women, old people and invalid persons can chant the holy names of the Lord.
Lord Sri Krishna declares in Bhagavad gita 10.25,
yajnanam japa-yajno 'smi, that is " Of sacrifices I am the chanting of the holy names (japa)
Tap was especially suitable in the Satya yuga where the conditions were favorable for such a kind of practice.
1. Satya-yuga by meditating on Vishnu by austerities,
2. Treta-yuga by performing sacrifices,
3. Dvapara-yuga by serving the Lord's lotus feet in the temples
4. Kali-yuga- by chanting the Hare Krishna maha-mantra.
All the holy scriptures say, especially in Kali yuga, jap is the most effective way for self realization and God realization.
Some quotes:
Srimad Bhagavatam(12.3.52),
Whatever result was obtained in Satya-yuga by meditating on Vishnu, in Treta-yuga by performing sacrifices, and in Dvapara-yuga by serving the Lord's lotus feet can be obtained in Kali-yuga simply by chanting the Hare Krishna maha-mantra.
There are similar verses
Vishnu Purana (6.2.17), Padma Purana (Uttara-khanda 72.25) and Brihan-naradiya Purana (38.97):
"Whatever is achieved by meditation in Satya-yuga, by the performance of sacrifice in Treta-yuga, and by the worship of Lord Krishna's lotus feet in Dvapara-yuga is obtained in the age of Kali simply by glorifying the name of Lord Kesava."
Brahma-vaivarta Purana also says,
"Thus in the age of Kali the practices of austerity, yoga meditation, Deity worship, sacrifice and so on, along with their various subsidiary functions, are not properly carried out, even by the most expert embodied souls.
Garuda Purana, 1.232.12
“‘The ominous roar of a lion sends the deer scampering helter-skelter for their lives. Similarly, harinama instantaneously disperses and extirpates all sins when chanted once, even unwittingly.’
Skanda Purana
“‘O respected sage! It is unnecessary to study at length the Rg Veda, Yajur Veda, Sama Veda and Atharva Veda. The prime necessity, however, is to perform sankirtana of the names of Sri Hari, such as Govinda and so on. Just constantly perform this activity.’
Vamana Purana
“‘The spiritual result accrued from millions of holy pilgrimages to sacred places is easily and fully obtained simply by performing kirtana of the names of Sri Vishnu.’
Bhagavad-gita, 11.36
“‘O Hrisikesa, the world becomes joyful upon hearing Your name and thus everyone becomes attached to You.’
Vishnu-dharmottara
na desa-niyamas tasmin na kala-niyamas tatha

The word Hare is the form of addressing the energy of the Lord, and the words Krishna and Rama are forms of addressing the Lord Himself. Both Krishna and Rama mean the supreme pleasure, and Hara is the supreme pleasure energy of the Lord, changed to Hare in the vocative. The supreme pleasure energy of the Lord helps us to reach the Lord. . .
These three words, namely Hare, Krishna and Rama, are the transcendental seeds of the maha-mantra. The chanting is a spiritual call for the Lord and His energy, to give protection to the conditioned soul. This chanting is exactly like the genuine cry of a child for its mother's presence. Mother Hara helps the devotee achieve the Lord Father's grace, and the Lord reveals Himself to the devotee who chants this mantra sincerely. . .
No other means of spiritual realization is as effective in this age of quarrel and hypocrisy as the maha-mantra:
