everyone's different. i say study until you understand, and study because you're interested in learning the content. i usually read every page, take notes. then i go over my notes and highlight the key parts. i use post-it's (to add notes in the book without writing in it), and those multi-colored bookmark stickers so i can flip to important pages for a more in depth look at an idea than my notes may provide.
when i take notes i try to keep it short, but i also try to make it sound easiest to me by breaking things down. that way, by rewording the original content, the books facts and concepts swim around in my head. if i have to write a little story in my notes so i remember or get it more, i do. highlighting notes makes the length of notes unimportant.
usually, every paragraph has a key point that you can expand on so you understand it better. it's more than copying facts. it's understanding and being able to explain them, as it's been said.
sometimes i search the net to find more information than the book provides. articles, stories, encyclopedias...
overall, i guess this can amount to a lot of time, if that answers your question. it's worth it for me though.

I wish for all the teachers out there that I can say yes. However; no it doesn't. It depends if you get the material or not. If you get it you get it if you don't you don't. When I was in school I never studied. I always got excellent grades compared to my friends or peers around me who would study for a long time.
