It's called the lingual frenum. It's just a muscle attachment. If it's making you (or someone) tongue tied, it's easy to fix. I've done this procedure dozens of times. Not hundreds, but certainly dozens. It is almost the easiest thing you could imagine. The are will get profoundly numb. One snip with the right pair of sharp scissors and you are done. A few times, the patient did not even require sutures. Most times, there will be maybe 4 sutures. Trust me. It is such an easy procedure when it is done by someone who knows what they are doing that you will wonder why you never did it before. You may not think you have problems speaking, but after it is done and your tongue is free to move, you will probably speak even more clearly. And kissing is a whole lot more fun, too.

it's called the lingual frenulum, the lead singer from KISS had his cut to make his tongue appear longer :)
