The problem is that for all the different headaches that we have names for, their diagnosis is often difficult, and often can be mistaken.
It could be several things. Do you suffer from allergies? Specifically, allergies that trigger sinusitis? More interesting: most sinusitis-induced headaches are in fact migraine headaches.
While a bad back could be the cause, as your doctor noted, or your meds may be causing you problems (btw: Cranberry juice is very good for urinary tract infections) I agree with other posters who suggest you get a second opinion. Heck, if your insurance covers it, get a third. I got the impression from your post that your doctor was sort of waving you off. Maybe he has good reason, and then maybe he isn't interested in going any further with the diagnosis. (Also, with health plans being what they are, there may be constraints - limits - on how much care he can dole out. This was always a problem with HMOs, and in now an increasing problem with PPOs)
Either way, what is important is that YOU feel like someone is paying attention, and giving you the care you need..

Drink lots of water. The cause of a lot of people's headaches is mild dehydration. A good guideline is about 3-4 litres a day.
Yes you will pee a lot.. but so what... should improve the back ache also.

Get a second opinion. I have migraines often, since I was a kid, but I get tension headaches a lot too from my neck and back. Your doctor may be right, but it wouldn't hurt to get another doctor's opinion.

it could be your back. i had what they called muscle spasm headaches from bad posture. it was something about the nerves tensing up in my back causing me to have headaches every day. they discovered this after all these brain/head scans, putting me on a special diet and everything. that happened for monthes b4 they actually discovered that it was from my posture.

You need to go back to the dr and make him understand they are serious and make the dr treat you. If he refuses then go see another dr. Even if you head pain in realted to your back pain something needs to be done about it, there is no need for you to stil around hurting
