Most of the previous answers are incorrect.
Speed limit on Interstate 5 (I-5) is 65, except where it goes through Urban areas, where it is 55 and posted as such.
The speed limit on all other freeways and highways, including Highway 101 on the Coast, is 55, unless otherwise posted at a lower speed.
Residential areas are 25mph and school zones are 20mph when children are present.
The speed limits in towns and cities varies according to the area, type of road and congestion level, from 25 to 45mph and is generally posted.
Traffic Citations in school zones and construction zones are twice the usual fine amount.

I was there last week (10/10 - 10/17/14) and the speeds noted above are correct. However, from northern to south Portland, the speed limit is an anemic (except when congested) 50 mph, which it has been for at least four decades. After you've traveled beyond the congested area a-ways (going south), the speed limit finally goes up to 55, then similarly it goes up to 65 mph until major cities (Salem, Eugene), where it drops to 60 mph. A similar "philosophy" is seen in eastern Oregon, despite the roads and traffic levels there more resembling those in Idaho, Montana, or eastern Washington. Nonetheless, U.S. 97 is posted at 55 mph, even where traffic is separated, which most people ignore, and being lightly patrolled - mostly from Bend to Madra - is added incentive. Side roads aren't always posted, so take a guess (one source I found stated 55 mph, the same as U.S. 97, which seems inconsistent!). Consistently, the speed limits on U.S. highways in eastern Oregon seemed to be 10 mph lower than what is safe, but Oregonians/their politicians are evidently okay with that.

Depends on the area. In school zones, when it says 20 mph, do 20 and not 21. The cops are really strict about that.
They are also really strict about pedestrian laws and aggressive driving (the first offense is an $800 ticket).
