This is a very subjective issue.
What is best would depend on a persons preferences, likes and dislikes, hobbies, employment, outdoor activities, and lifestyle.
Personally, I love Eugene!
However, were I to move back to Oregon, I would move to Astoria or Brookings (lol, at either end of the Coast).

The most desirable would be Lake Oswego.
But really, how can one answer a question like that? Some might say Bend or Brookings or Eugene or Rome or Biggs Junction

Depending on what type of lifestyle you want there could be several different answers but Portland would probably be able to fit most anyway.
Definitely Portland.

depends on what kind of area you want to be in and what you want to be close to. there are a lot of unique areas that offer very different things. if you want lots of employment opportunities i suggest Portland and surrounding areas. it really just depends on what you want out of a city for it to be the best for you.

PORTLAND!!!
It is fantastic! You are close to everything fun and exciting, and there are so many areas that are all different from each other and they are separated by only a FEW STREETS!! It's amazing!

I would say Corvallis... I have heard that it is one of the top cities in the US to raise a family.
