Actual driving time from mid-Portland to the border, not counting time through customs, would be about 6 hours, taking into consideration the urban traffic through Seattle. That is driving the speed limit, and taking at least one short break, and given no construction or accident delays. From the B.C. border, once you have cleared customs, to Vancouver, B.C. is about 40 minutes, an hour during peak traffic times.

What part of BC? If you just mean the border - five hours. If you're talking Vancouver - about six depending on the customs line up. Victoria - you have to factor in the ferry so more like 7-8 hours. Whister is 7-8 hours.
