The XLR has nothing to do with the frequencies. Condensors require an external voltage (phantom power) applied to the element in order to work. Some mics can use an internal battery to get this voltage, but better mics look for it externally. Most mixers can provide phantom power down the mic cable. Your PC does not. Your best option is probably a USB or FireWire interface. These have mic preamps built in and almost all will provide phantom. That said, it's not mandatory to use a condensor for vocals. The most popular vocal mic on earth is the Shure SM58. I have used 58s and 57s for vocals on big budget studio projects numerous times. The above advice to use a dynamic and save the $$ is good advice. Besides, a good dynamic can easily sound better than a cheapo condensor at close to the same price.
