Ok I have used this technique in training my Golden Retriever to come to me.
First before anything NEVER call your dog over to you to punish them; this makes them think that when you call them to you they will be punished and this will make them to never want to come to you. Only call them when you are calling them for something positive!
Pick your word you want to use for them to come; obviously "Come" is the favorite but another word in the professional training world is "Recall" now practice this at least a hour a day. Call out the word to your dog and when they come to you have a treat handy to give to them. After a week or so do it throughout the day at random times, always give a treat when they successfully listen to you. Now after they have it down you can slowly take them off the treats by only giving them a treat every other time they come then every 3 or 4 times that they come until they do it without needing the treat.

Use treats, bend down to his level "makes you less threatening", and use a high pitched happy voice. A good way to train this is fist indoors where there are few distraction, then outdoors on a 6 foot leash., and then use a flexi leash to have him secure but still able to practice at further distances.
To practice this you should most obedience schools teach the dog "sit" and "stay" first teaching sit is universal and most people can figure this out, to teach stay, have treats, put your hand in a stop sign signal and say stay, then take only one step back and wait only a few seconds before giving the puppy a treat. If he moves then just try again but dont give him a treat until he does it correctly.
After he knows sit and stay , you increase the distance, and always use a command with your voice and your hands to release them from a "stay" position before treating them.
When the puppy knows sit and stay you can then teach them to come to you by calling its name better, because you can put them in a stay and release them by calling their name to come to you.
Break treats into very small pieces if your going to use a lot of them because if you feed too many treats the puppy could get an upset stomach and vomit.
If the puppy gets away from you and is completely ignoring you and you are in fear for his safety.... Make a high pitched screathing noise and run away from him in a dramatic fashion. Yes you will look goofy but dogs have a instict to "chase" anything resembling prey. Just run through your living room and notice how the dog if it is near usually gets up and runs after you. This way if the dog is off the leash or the leash breaks and it seems to almost be running away, you will still have a last ditch effort to catch him. It isnt a way to train them, but it works ExTrEmEly well.

Do it on a long leash first. Have you dog sit and stay then walk to end of leash and call him, give him a treat when he comes. Keep repeating until he does as asked. Then do the same without the leash. After a few months slowly remove the treats. I would also teach him all the other standard things that dogs should learn. Good luck.

Choose to use a word that you will always say when you want the puppy to come to you. Take a day and work on it. You will be amazed how quickly it will happen.Say "come" or call the dogs name. When he comes you give him a treat. Eventually you won't need a treat, just praise. It is good to get down on the dog's level and praise him.
Dogs respond to consistant boundries and expectations.
Once he learns this you can work on commands like sit, stay.

It is usually best to teach your dog to sit before you teach it to stay. The reason is: your dog will have an easier time staying if he is in a sitting position. After your dog has the sitting command down and has been correctly sitting for a couple of days without assistance, it is time to teach your dog to stay and come. Tell your dog to sit. Have two rewards in your hand. After your dog sits, give him one reward.
Hold your empty hand up like a stop sign in front of your dog's face and back up slowly saying "STAY" clearly, firmly, and frequently. Be sure to stay facing your dog and remain looking at him. Go a short distance and say with some enthusiasm, "COME." When your dog comes to you reward him again. If your dog gets up and runs to you without the "COME" command, say "NO" and start all over again. Remember to verbally praise him as well as provide a food reward when he gets a new command right. Start off only backing up a short distance from your dog. As he begins to understand what you want of him, you may back farther away and eventually you may be able to walk out of site and have your dog still stay until he hears the "COME" command. Remember to be consistent and stop if you become frustrated. Your dog can sense frustration and it will confuse him. He wants to please you. If he senses frustration, he may learn to not like the training sessions.

A good way to teach him is to take him/her to the dog park and try training him. If he/she comes give him/her a treat for her succsess.It;s not going to happen from the first time keep trying!

Put him on a long leash (10 feet or longer would be great), let him run freely, call his name and tug on the leash slightly, when he comes to you, reward him with a treat and instead of saying "good boy!" say "coomeeee!" so he knows the command is good. It will take a while, but it works. Trust me.

Put a long leash on him, call him and pat the ground if he doesn't come gently pull him to you then give him a treat and pet him, repeat a couple of times and he will come right to you.

put a leash on him let him out a distance call his name if he doesnt come tug on his leash a little untill he comes once he/she comes pet him/her and tell the dog good boy/girl
