Try a depilatory, like Nair Pretty. It's designed for teens, and you can use it on your legs, arms, and underarms.

It might be long but worth it!Make sure the shower (or bath) is warm to open pores, which will give you a closer shave.
Use shaving foam to get a closer and smoother shave.
Use a good shaver to shave your legs, making sure you do it carefully so that you dont cut yourself. Shave up towards you, not down
Rinse your legs, pat them dry with a warm towel.
Put on some moisturizer and massage it in well.
Tips
If you dont have an shaving foam, use conditioner. It works just as well!
Take your time, dont rush, or you could end up making a very bad job of it.
If you do nick yourself while shaving, try dabbing on some antiseptic cream or lotion to help heal the cut faster.
hair removal creams (there is a myth that all hair removal creams smell, but there are nice smelling creams out there!) and bleaching the hair on your legs.
Try not shaving your legs for 2 weeks it will be smoother when you shave.

You may have success with a hair-removal cream like Nair. If your leg hair is dark and/or thick, you will have to leave it on a little longer. Don't try this for the FIRST TIME just before any special occasion, though, in case you have an allergic reaction to the chemicals. Swollen, rashy legs are NOT sexy!
Your best bet is still a professional wax job, though. Waxing rips hair out by the roots, whereas creams merely dissolve it at the skin surface (the same as shaving). Waxing lasts longer too!
Apply, Pat, Rip, Scream, Repeat.....

Ok, no one said it would be pretty. Wear pants until your have about a weeks worth of hair on your legs. shower at night and use a good body scrub. I personally use victorias secret body scrubs, but you can use whatever. Get a nice shave gel, dosen't matter which one, but get one for your skin type..like dry sensitive.. I also like to shave with a man's razor. LOL hubby dosen't like it, but all the women shavers I've used never get as close a shave as a mans. While you are shaving, use your hand to feel for stubble. Hair on your legs can sometimes grow in different directions. Take your razor and shave in the direction that you can feel the stubble. When you get out of the shower, put on lotion that has shave minimizing stuff in it. This will make the hair on your legs grow back softer and smoother, making shaving faster and easier. Oh, you can also use baby oil on your legs after getting out of the shower. Good luck!

DON'T use conditioner like some advised. That is actually going to make your leg hair healthier and grow back faster. DO make sure you aren't using a schick razor because the wires they put on them for 'saftey' actually prevent you from getting a close shave. I use Venus and that is the best razor on the market for a close shave. You can use the hair remover lotion like Nair or Veet but in my experience it is just a waste of money. Just shave daily and use lotion! Hope that helps!

Personally, I wouldn't use hair removal gel. It's horrible for your skin. I've used it a few times before, and every time I've used it I've gotten small painful burn bumps on my legs. They clear up in a few days. But depending on the hair texture, hair removal gel doesn't always work to get the hair out.
You should possibly try waxing. It doesn't need to be done as often and it hurts much less than burnt legs. :(
If those two don't seem like good options for you, then you should stick with the razors, unless you can afford lazer hair removal.

An epilator is excellent. Like wax, it removes hair by the roots, and when it does grow back, it does not grow back as stubble. Unlike waxing, an epilator does not pull on or yank the skin; it grabs the hair only. Therefore, an epilator is not painful. I use one, and it is the best thing I've ever used. Eventually, the hair gets thinner and thinner, and grows slower and slower. What that means, is that you need use the epilator less and less as time goes on.

this may seem kind of weird but i use conditioner. I put it on one leg then let it sit for about 2 mins then i shave and the same with the other leg. It makes my skin really soft and there are no bumps. also i put on lotion 24/7

Schick Quattro razor w/ Aveeno Shave Gel = next best thing to waxing.
Use a body poof w/ moisturizing shower gel in between shaves to keep legs exfoliated.

sure you will get a cream that eliminates the hair or in case you desire to be hairless perpetually you're able to desire to get laser therapy. it incredibly is superb to shave your legs. some human beings say that it makes the hair improve back thicker and coarser in spite of the undeniable fact that it incredibly is barely by way of fact the hair is blunt on the ends that provides it this look.

It depends on what you use my daughter uses an electric razor, and i use shaving cream and a razor and they both work out fine. The things like nair and other moisturizers and soaps that remove hair don't work.and if you get the wrong kind it burns your skin. and i dont blame you for saying no waxing it hurts like HELL.
