yes, any Hi8 camcorder can use regular video 8 tapes. however the video will be recorded at the lower resolution. the camera will automatically switch the format for you based on the kind of tape inserted.

You need a video capture card of some description. 8mm -> capture to hard disk -> edit and title -> burn to DVD. Don't be tempted by the USB2 versions. They really aren't that good. A dedicated PCI card is the way to go. And if you spend a bit extra you might even get TV on your PC as well as an added bonus! You didn't say where you are, so I haven't bothered giving links to examples you can buy.
