Because he hasn't been trained to. Some dogs will do this naturally, but to dogs possession is 9/10s of the law.
First, start teaching your dog just to come back to you. Make yourself an attractive target to your dog. Be exciting! Make it fun for your dog to come to you.
Don't chase the ball when the dog has it. Have something the dog likes just as much as the ball, like a plush toy or another ball. When your dog runs after the ball and has picked it up, get your dog's attention by running away and acting excited. Make a fuss over the second ball or toy, drop it on the ground and pounce on it. You dog will want to see what you have.
When your dog comes back to you, toss the second toy or ball.

Fetch usually comes naturally to a dog. Usually when you throw it and they go get it you'll make fun sounds like YYEAAAA!!! Which excites him and they will usually return with the ball. What you might want to try doing is play fetch on a long lead. When he runs to fetch it, Lure him happily back to you and give lots of praise. Use treats to have him drop the ball. Just put the treat up to his nose, He'll drop whatevers in his mouth for the food. Good luck

you need to teach him to bring it back and also some dogs would rather play keep away or have you chase them for the ball i have a dog that it depends on what mood he is in as to if he will bring it back or not

some dogs would rather play keep away instead Of fetch , my own dog will put the ball in your hand , and watch your hand, once you try to grab it , she pulls it away... she teases me with the ball... she will however play fetch as well , if the dog runs off and looks behind to see if your chasing her , she may be trying to create her own game .. you throw the ball she gets it , then you have to catch her ... not much like fetching .. but i am sure its entertaining for her ...lol

Some dogs are fetchers and some arn't.
You can try something else to throw. Otherwise accept the fact that you dog doesn't like to fetch
