Probably the best solution is the creation of "No fishing" areas called Marine Protected Areas. This has been done in many parts of the world and is proving to work extremely well. In these areas fish are able to grow to maturity and breed. The fish from these areas then expand out to areas where fishing is allowed and the amount of fish caught actually can be much better than before when fishermen
could fish everywhere.
They are often very controversial when first created because fishermen are afraid that they will not work, but so far they are proving to be very successful.

Encourage people to eat more poultry such as chicken, and more beef such as a delicious, juicy steak, and pork such as ham sandwiches. Why? Because although fish is a very healthy food sometimes eating fresh seafood from the ocean (not fish that are basically "farm raised") can cause problem in terms of the fish going extinct or causing an imbalance in the natural order of the ocean. By discouraging novelty eating (eating something brand new in a restaurant for the first time and loving it so much you return every week for it) you also discourage overfishing as you do not partake in the process.

Well if the area has been over fished;
1) Stop having commercial fishing in the over fished area
2) Stop recreational fishing
3) stimulate population growth with the help of releasing fry from fish hatcheries.
An area that has been fished and is starting to show signs of over fishing;
1) Reduce catch limits
2) change fishing rigs to be less evasive
3) allow fewer licences out for fishing
4) monitor the population closely
These are some basic solutions for generalized overfishing. Depending on the species and locations will depend on what solutions to use.
