How new is it? If it's not entirely healed, or if there is even a tiny bit of the scab left on it, you'll just have to leave it be hairy. You can shave around it if you need to, but you don't want to risk messing it up.
I have a tattoo on each leg, and I shave right over them, just as I do all of the bare skin around them. I just waited several weeks before shaving over the tattoo itself. I'd say maybe a month.

Yes, but wait until it is COMPLETELY healed! I personally think it's really stupid that hair even grows on tattoos lol.
Shaving will also help exfoliate the skin, so I think it makes it look nicer, because there is no dead skin on top of it.

you can shave the hair that grows on a tattoo but you must wait until the tattoo is fully healed first. my artist suggests waiting a month before shaving.

Yes wait until the tattoo heals. Also make sure if the tat itches don't scratch it, slap it with you hand. Use A&D to help it heal with less scaring and helps keep the color.

I would use Nair Hair remover creme. You slather it on thicker than you would lotion, wait 4 minutes and shower off the hair. Make sure that tattoo is completely healed.

How new is your tattoo? I'd wait as long as could before shaving, just in case. You wouldn't want to risk scraping off all the ink.

once it's healed you can treat it like any other bit of skin.
Before it's healed, though, just keep it doctored up and be very careful around it.

Yeah, because the actual picture is under your skin. I don't think you have anything to worry about.
