how could terrorists be tracked down and stopped?

i have been wondering, if they are part of the people, meaning they work in the police, hospitals, schools...etc how could you know who is a terrorist and who isnt in places like Iraq and Afghanistan. lately i have felt very bad for all the trageties that enocent people are facing in Iraq and Aghanistan. i have heard that thousands of them have been beheaded as part of a training for the terrorists so that one day they may do it to us in europe and America. how can we stop these people and put thier savage souls to an end?
my mate showed me this video and i just cant get it out of my head, its driving me crazy to think that people are treated like that, how could humans do this to each other. if this is a war against christians why are they killing thier own muslim people. why do some people think we should get out of Iraq right now and leave them just like that. have you seen those video, i will advice you not to, they have a very bad impact on your brain.

i think we should go into an all out war against these people of middle east, they need to be tought a good leson, sooner or later we will have to take them out. we cant just sit back while they threaten us with savage visions. i know they are trying to scare us by posting these videos online and stuff, its part of thier so called psychological war.

Among other terrorist acts they have caused the death of 73 people - mostly teens - by blowing up a civilian Cuban airliner.

Although the US authorities know this, they are free now, living in the USA.

Terrorists can be tracked down, individually, but it's vanishingly unlikely that even a concerted effort by every government in the world could actually stop them completely. Terrorist tactics are just too easy to pull off. Terrorists can even self-start. Never minid sleeper cells, a single desperate individual who agrees with a cause that's been advanced successfully by terrorism in the past could just up and decide to perform a terrorist attack to help further advance that cause.

As long as a cause meets with success by using terrorism as a tool, terrorism will continue. The only way to stop it, is to make it an ineffective tool. That could be accomplished in a variety of ways. For instance, a policy of overwhelming retaliation in response to terrorist attacks might tend to turn the targetted populace against the cause being espoused (since it's getting them killed in horrifying numbers). But, each possible way carries problems of it's own - if you retaliate, you discourage attacks by adherents of a cause, but incite false-flag attacks by it's enemies - so you have to either get very good at figuring out who really did what - or just hit both sides. There could be more peaceful alternatives. For instance, the US, as a target of terrorist hoping to force changes in it's policies could, instead of having a mere policy of not negotiating with terrorist, have a Constitutional Ammendment stating something of the sort - that terrorists are not to be negotiated with, nor thier political agendas ever considered - they are merely to be treated as criminals. Perhaps all claims of responsibility could be officially considered false, or even be 'jammed' by false claims to prevent any group from gaining from terrorist actions.

Anyone considering these butchers to be freedom fighters can go back to the crappy countries where such "freedom fighters" come from. Freedom fighters do not kill innocent women and children. They are simply barbarians using religion to legitimize their deplorable actions. There is no practical way to tract down and stop all terrorists because you are not dealing with normal human beings. They are rabid mad dog killers and should be treated as such. The only way to deal with such vermin is to kill the terrorist, the terrorist wife (terrorist breeding factory) and terrorist child (future terrorist). Since we are from a culture that does not condone the killing of women and children, unlike the scummy countries the terrorist come from, this will never happen.
