I am having a New Year's Eve wedding and I am having a hard time finding a place for the reception or the ceremony. Does anyone have any ideas? The ceremony and the reception don't have to take place at the same site.

Historically an inclement month around the nation...I'd opt for a hall that could be converted from the wedding site to the reception site

Community Centers can often offer this, College gathering halls sometimes

Have you thought about a garden wedding? We got married on our back lawn and hired a band who played on the deck ! ~ It was cheaper than looking at huge expensive reception areas and we were all relaxed and very happy!

Where are you? Will it be warm? Can it be in a park? Do you want a church?
Might want to try church halls, even if you aren't getting married in a church. They always tend to make mighty good food, too, if they have a ladies' group which caters.
