The Marshall Plan provided large amounts of money and aid to needy European countries. In all reality, the only reason this was in effect was to keep Europeans happy, and in turn, prevent the rise of communism.

Many countries were bombed during the war. Countless lives were lost in addition to homes, businesses, companies, cars, art treasures, and the economy was all but destroyed. Of course many parts of Europe received needed financial aid to rebuild and to help the economy so they could get back to normal (as much as possible). Some places were basically blown off the face of the earth. They needed help starting from the ground up, literally.
I also remember care packages or actually large crates being dropped by U.S. and allied planes into the countrysides and elsewhere. These contained food and basic supplies for the civilians and those who were stranded between towns/cities or in hiding. Hope that helps you.

they were bombed into rubble, no food, few houses. These same conditions were left to fester after WWI, and it was suggested that this led to the peoples frenzy and support of Nazi Germany becoming militant and taking what they wanted. Not that it excuses it, it just explains it. And is one of many factors that lead to societal unrest.
They didn't want a WWIII
