He is all-powerful, but He also gave humans (and angels) Free Will, or the ability to choose good or evil. If He had pre-programmed everybody to do only good, He would have made robots. That's not what He wanted. He wanted people to consciously choose to want to be with Him. The only way that can be done is to allow circumstances that will cause people to choose or not choose Him, then eliminate those who don't choose to love Him - ultimately, giving them exactly what they want. Therefore, He IS a loving God.
Also, if God had destroyed Satan in the beginning as soon as he started to sin, then everyone in the universe would have questioned God's judgment and worshipped Him out of fear, not out of love. They would have had second thoughts and said, "Hey, maybe that guy Lucifer wasn't so bad after all. He was only trying to improve the government of Heaven; he only had our best interests in mind." In order so that everyone could see that God's judgment is just, God would have had to allow Satan the opportunity to see if he could "run this universe better than God". The last 6,000 years have shown us the terrible consequences of Satan's influence here on Earth, so that now no one will be able to question God's judgment on sin and evil anymore.

I got this extract from a book. I hope it will shed some light on the topic. Although it deals with where God is when accidents happen, I feel it has relevance to your question - in the sense of God's ability.
'When a truck plowed into a crowd of school children, killing many and injuring others, some people asked, "Where was God?"
They asked additional questions: "Is God not good to children?" "Did He not know what would happen?" "Doesn't He care enough about children to protect them?" "Couldn't God have prevented the disaster?"
An orderly God runs the world by laws, which are an extension of His nature. If a person falls out of an airplane without a parachute, God knows, loves, and is concerned for the person. But God cannot go contrary to His laws to cause a person to float to the ground. It's not that God can't save the person who's falling, but that God has chosen to run the world by His laws, and "He cannot deny Himself" (2 Tim. 2:13) or contradict Himself. The laws of gravity will cause that person to fall to the ground.
The questions about the school children are not asked properly. Yes, God is good because He gives us life and an opportunity to go to heaven. Yes, God knew that the children would be harmed. And obviously God cares about each one of them. God could have prevented the disaster, but sometimes God allows laws to work themselves out for a greater purpose.'

God works all things together for HIS good and the good of those who love Him! --Romans 8:28 speaks about how he works all things together for the good of those who love Him.
God had a plan from the beginning, and it has been carried out, and everything that is still to happen WILL happen....and He will be glorified in the end, as He is being glorified now. He has the victory, and He is making His power known.....He is JUST, and RIGHTEOUS ---he is a perfect God, and would not let sin just go away--Just like a judge here on earth would not let a criminal just go away, he would not say "ok i forgive you you can go" --no that criminal would have to pay his time.
BUT Jesus did this for us! He came and died and rose again, so we who believe would be set free from sin and hell- for hell is the consequence of sin (Romans 6:23) and we have all sinned against God (Romans 3:23)
But God demonstrated HIS own love for us that in while we were sinners, Christ died for us- Romans 5:8-9
SO when you confess your sins and believe with your heart that He is Lord, you will be saved! -See Romans 10 on that.
(Romans is a great book that explains salvation---also Jesus says "I am the only way, truth and life, no one comes to the Father but through Me" John 14:6)

Consider this: If you were dating a girl that you thought was awesome & you thought everything was great with that relationship, you were in Love. Then one day you found out that your Dad (or someone) has been paying that girl to date you & pretend to like you , then would you still think that was a Love relationship.??
Perhaps God wants us to have the choice to Love him, along with that would be the choice to NOT love him.
The Evil in the world is mostly if not wholly wrought by those who exessively love only themselves, God's love includes Loving others as well as Him. Why would he force you to be any way at all?

In a game of chess you can make certain arbitrary concessions to your opponent, which stand to the ordinary rules of the game as miracles stand to the laws of nature. You can deprive yourself of a castle, or allow the other man sometimes to take back a move made inadvertently. but if you conceded everything that at any moment happened to suit him-if all his moves were revocable and if all your pieces disappeared whenever their position on the board was not to his liking-then you could not have a game at all.

Then what woud the point of life be? this life is a test to see how we react to sittautons and other humans, creatures, whatever GOD puts towards us, its a test of each individual to see how we do in this life & cope & what decisions we make, GOD would not make it easy for anyone to beleive im him, its about having faith, if GOD can rid of evil in the world and make people righteous then what would be the point of life.

People are only happy if they are given an option. Would you be happy if someone forced you to do everything and you did not have a choice in the matter? Humans are happier when they can make choices. God gave us the free will to pick eternal life or eternal damnation. He doesn't want anybody to live forever in His presence if he or she doesn't want to. Gods doctrine is a doctrine of love and choice. Ever heard of "If you have a butterfly you love, let it go, and if it flies back to you it truly loves you?" Well, that's what God is doing to us. He's letting us fly away on our own. If we come back to God that means we truly love Him. God wants us to love him because we choose to do so. He doesn't want to force us to love Him.

Because in order to destroy all evil, He would have to destroy free will. We wouldn't be righteous because we would no longer be moral agents.

Because he wants people to obey him, not force them to. Of course he could destroy all evil in the world, but that means we would be perfect. Nobody's perfect except for God.

god can do that but he chooses not to because that would destroy the whole purpose of us coming to live on earth in the first place. we are on earth so god can see what we do when we think he is not looking and the people who do the right thing will be glorified and those who do evil will not be glorified.
