Goa, Kashmir, Delhi, Agra, Uti, Nilgiry, Nainital, Dargiling, Kerala, almost all states and Provinces have at least one or two good places. So have fun.
You want to catch the weather just right to your liking, I like to go when the tourist season is just about to start but have not started yet.
Jatra towns are very festive at Jatra time.
July and August is Monsoon season in India, not a very good time for out door activities. It is very hot and Muggy(wet-Humid) indoor too.
So stay near your village or city and save the money and travel in proper season to any of the above city.

You haven't indicated what continent you live on. In the contiguous US: Niagra Falls. Colorado mountains. Alaskan cruise for non-contiguous. Also Hawaii. Arkansas has some lovely hot spots for those on a budget and it has beautiful countryside similar to Colorado but smaller mountains. Outside the US, I wouldn't recommend anywhere hot for July, but if you are resistant to heat, Jamaica has lovely reefs for snorkeling, the Bahamas have wonderful rum drinks for those glorious sunset evenings and Costa Rica is one of the safest places to visit. Beautiful countryside, very low crime, no poverty (slums) like Jamaica or Mexico.

If you are in Maharashtra, try to be in Mahabaleshwar. Nice weather and comparatively less crowds plus easy accomodation. You can even try Amboli ( from Sawantwadi). Both are most beautiful places in monsoons.
You can also be in Goa.
If you are nearer Delhi, try somewhere in Rajasthan- Mount Abu, Udaipur, Jaipur etc. Jaipur is crowded and run of the mill but still charming.
It would have been better if you would have stated your place of accomodation.

Anywhere tropical is going to be wicked hot and sticky that time of the year. How about a cruise to Alaska? Or a bed and breakfast in Vermont/New Hampshire?

Munnar in kerala wil be an i deal honey moon spot,later if you have time you can visit thekady for a boating in the wild life sanctuary.one of the beautiful spots in the world next only to kashmir,manali, or nilgiris

Go to Goa or delhi!!!! goa is esp right for honeymoon cuz it has tons of beaches so it's really romantic
