To set an end date to a conflict of any kind shows one of several possibilities:

1) The force being used is sufficient to annihilate a foe so completely that continuing is unthinkable or impossible.

2) Some terms have already been agreed to and a cease fire is imminent (to be followed by a total and predictable end to the war.)

3) There is a lack of support (due to public opinion, monetary constraints, or some other vital component) for the war effort and a deadline has been set to pull out and cut further losses.

You would need to be more specific on which war you are referring to, though I am assuming your question is about the current war in Iraq (in which case the third option would be your answer.)

It is unbelievable that supposedly mature politicians can try to set a time table. The Ragheads are sitting back, laughing their A** off! They and their kids in college have been playing too many video games! They thing this is a movie or game that you can hit the stop button. They don't have to like the Police Action (it's not a war) but every time they talk about a time to stop, it helps kill more troops and Iraqi's!

In Iraq, dates can be given to when people are trained and when land can be handed back to Iraq's government. That's what the British are doing.

There is no way that there can be a victory in war if you set a withdrawal date for it. This is defeatism
at it's worst!!!!!!!!!!!!!
