It is rational in that it terminates. A number like PI for example, is considered irrational since it continues on forever after the decimal without repeating.

rational, because it has a terminating decimal. all number that are terminating (4.1) and repeating (4.12121212...) are rational. non-terminating, non-repeating numbers are irrational (ex: 6.28482030483423512681347649.....)
