Get him what ever you want and then for the flower part get him 4 long steams roses with a card saying one for every wonderful year together... or something along those lines

Surprise him with a limo ride from where he works and take him out to dinner, and then go to a very romantic hotel, and make it sure it has a jacuzzi in it and a hot tub and in the hotel room, champagne and rose petals on the bed!!!!!
Totally romantic!!!!!!

Get him a photo album of yourself ( a personal one!) There are alot of photographers that do this. I am in Michigan and I am using www.EverybodyLovesASecret.com. I am giving mine to my will-be husband on our wedding day!
