There isn't that many track bikes in general circulation. If you ask in the right places and the right people though, You will find all that you need.
Contact your nearest track oriented club. To find the club contact your states cycling authority or nearest velodrome they will br only too happy to help you out.
There is not a big market for used track bikes. You should be able to pick up quite a good frame (or bike).
Just about every track rider I know has a spare bike they want to sell.

One question that needs to be answered is; Do you want a track bike to race, or just something to set up as a single speed?
First, you need to understand what defines a track bike:
* they have horizontal dropouts which open toward the _back_ of the bike, versus opening in the front on old road frames.
* Real tracks bike have no brake bridge in the seatstay.
You don't need a track bike to make a fixed gear though:
* Find an old road frame with horizontal dropouts - you can then ride with one or two brakes on the road.
* use a newer road frame with vertical dropouts and a chain tensioner like this

You can race a road frame set up as a fixed gear on the track, but they probably won't let you on if you're using a frame with vert dropouts and a tensioner. My local track won't, and they also won't allow bikes with brakes. Striclty fixed gear bikes, horizontal dropouts, no brakes or even brake levers. Some tracks do not allow quick release wheels.
So you have lots of options depending on what exactly it is you want to do. If you really want a real track bike, go with some of the suggestions already made.

Any track bike that you find will have horizontal dropouts. Otherwise, it is a converted road bike. If you want new, fuji makes a line of track frames that are not the best, but very good values.

I found mines in craigslist, single/fixie switch. Insane ratio hate starting from zero but beloved built for speed. Cenilli bullhorns and paid 150. Try craigslist, newspaper, pawnshops, yard sales, and ask local bike shop owners do they know any for sale. All you really need is a good frame. Good luck on your search man
