I'm sending a mailing out to appx. 200 business owners. Not all of my contacts are business owners. I will not have time to mail merge and match up name to name, and am unsure about the general greeting to use in this situation. My coworker proposed, "To Whom It May Concern", but the address information on the envelope will include a c/o name. Suggestions?!

I would say "To Whom It May Concern:" Or Dear Sir/Madam:...

That's a good question. "To whom it may concern" and "Dear Sir or Madam" sound Victorian or Byzantine. If its going to also appear on the envelope, I would leave it off entirely, otherwise the letter may never get opened.

If it will just appear inside, then I would say "Dear Business Owner" or "Dear Employer" or "Dear [business title]" of the department you are trying to reach.

normally in a situation like this, when I don't know who will be reading the letter, I address it "Dear Sir or Madam" .... not only is it general, its respectful, you have to look at it from their point of view, if they see to whom it may concern, chances are they're gonna chuck it within seconds, but with the one listed above, chance are you've already scored points and gained attention because your being respectful and courteous.
