Sure. Put her collar and leash on her. Walk as far away as possible without putting any tension on the leash. Call the dog to you, you may want to have a treat like a cube of cheese. Praise the dog, give her the treat. After a few times get up and walk when the pup comes towards you. Lots of praise and some treats.
Get a good leader for your puppy like a Gentle Leader.

When I first got my pup she had this same problem. She was very stubborn about it and absolutely did not want to be walked on a leash. Buy a retractable leash so that you aren't pulling on her neck when you walk. It will give her the freedom to venture away from you a little bit too. Also try bringing treats along with you on walks. let her know that you have the treat and then walk away from her. When she follows you to get the treat make her earn it by walking a little bti, an then give it to her.

You've got some good answers here! I would add be really happy about going for a walk. If you want to do it, it must be worth doing! When my dog does something like this (only it's usually sniffing something) I tell her she's done and say "come on," lightly. It's hard not to get frustrated sometimes, but stay positive!

Well my spoiled chihuahua hated her collar. So I just made her wear it while she was home so she had to get used to it. As far as walking I:
1. Called her name
2. Said "let's go"
3. And walked
Eventually she learned that "no matter what mommy is going to walk so I might as well go willingly."
Now she loves to walk. Hope this helps.

With all due respect to Pet-Luve, you own your dog;your dog doesn't own you. If your dog doesn't do it your way, then use voluntary force. If your dog won't walk, as cruel as this may sound, I want you to literally drag him/her across the floor. Don't hurt her, but after a while she/he will tire of being dragged and get up and walk. And if that still doesn't work, get behindhim/her and push. If that STILL doesn't work, your dog needs counseling.

Walk a few steps and call her. Practice at home, then take her outside. Bring along treats to reward good behavior.
