For starters get on his level, remember that to him you look like a giant.
Also be very slow and deliberate in your movements, any jerking and fast movement will make it scared.
ALWAYS keep it quiet near the dog. (this includes yelling, loud music, loud TV, etc.)
Offer it treats when you walk up to it.
when you walk cushion your foot falls by walking heel to toe (gently place your heel on the floor and roll your foot down till its is flat)
Talk to it soothingly and gently NEVER sharply.
And most of all just hold it and give it a lot of love.
Also a bit of advise, That kind of dog is usually really timid and scared easilly due to its size and breed. They can come out of it and be outgoing animals but it takes work and patience and loads of love.

Try going on his level and let him come to you. He needs to trust you, and you simply look like a giant that could do a lot of harm to him! Lay on the floor and call him....offer treats! Play with him on his level! He'll get over it once he trusts you!
By the way, there is no such thing as a teacup dog. There are toy sized breeds, but not teacup. The teacup labled dogs are often runts of the litter that may come with future health issues!

#1 rule...don't coddle him or feel sorry for him. Dogs pick up on your energy and this will only make it worse. This dog needs lots of praise right now. When he comes when you call him, praise him like mad for it. Anything good he does, PRAISE!! He will begin to associate being around you with something positive.
Sounds like he was not properly socialized or sound-desensitized. It is going to require a lot of patience on your part. He needs a boost of confidence, so take him for walks. When you do, walk confidently with your head held high, and just keep moving forward.
If I were you, I would contact a good trainer. You can find one in your area by going to www.dogpro.org.
Good luck!

Your dog may come from a bad home. You say you adopted him, but not from where. How old is he? Maybe his life before you wasn't that great and the people were mean to him. Give him time and don't give him any reason to be distrustful of you. Reassure him that he is O.K. Give him time to come to you on his own. Chihuahuas are jumpy by nature. Just love him.

First of all be careful if you want to let your dog go under the bed because you may find little "surprises". Try walking towards him holding a treat that you know he will go crazy for. (I cut those bacon strips into very small pieces) and saying his names with excitement. That's how I got my chihuahua out of her shell.

maybe because you are BIG and he is small he might be scared of you so when you go near him just get down to his level and call him.
