There are SOME chassidic sects within orthodox judaism that mainly wear black or dark navy suits. This includes weddings where alot of men wear black/navy suits and women wear black/navy long skirt suits. Of course there are exceptions to the rule but in New York you easily find the black suits in highly chassidic neighborhoods in Monsey or Brooklyn (Boro Park , Williamsburg, etc. ) and many others all over.
On shabbos (the sabbath) the men wear what is know as a "bekishe" which resembles a knee length black satin robe. Some say it stems from what jews from Eastern Europe wore back in the days, and I learned in yeshiva (religious school) that it also represents mourning the destruction of the temple.

I am a Orthodox Jew and study a lot about Jewish law and customs. I have never heard or saw Jewish women who only dress black. I do not know why you thing Jewish women only wear black, maybe you saw a Jew who decided to wear black that day and assumed all Jews do it.
There is a possibility a small group of Jews from a very distant country might have such a custom. But I have met many Jews from all over the place and never heard of such a thing.

Ever notice Barbra Streisand?

It's a tradition among many Mediterranean cultures, but not universal, by a l-o-n-g shot.
