in uk have hgv licence to drive 999 cabs but seem to need other operators lie. for van on road (from vosa)

If you wish to operate a commercial vehicle over 3.5 tonnes, for hire or reward (i.e getting paid for it) in the U.K. you are required to have an operators licence to do so.

In order to do this, you will need to have (or employ someone who has) a C.P.C. or Certificate of Professional Competence in Road Haulage. Then you can apply for an operators licence.

The 'O' licences were brought in to try and get rid of all the cowboy hauliers who caused many accidents on British roads due to incompetent management and poor vehicle maintenance.

If you are asking for a way round the 'O'-licence system, then you are not fit to hold one. Loss of your vehicle and a possible jail sentence awaits if you break the law in this particular case...

A operators licence has nothing to do with your drivers licence,it a licence to prove you can maintain in a road worthy condition, and the van has to be tested at a government testing station each year. if you drive the van with any defect your in danger of losing the licence.

Yes they can park it on the street as it isn't classed as an HGV at 7.5 tons.

anything over 5 tons you need to upgrade your licence

You don't. You can own it, park it, and admire it. You can hire someone with the appropriate class of license to drive it if you like. But if YOU want to drive up, update your license.
