Only if I know that they know better.
I know several people that type in all caps because they have poor vision and can see all caps writing easier. If I don't know the person writing, I'm willing to give them the benefit of the doubt.

Yes, mainly because it is so hard to read in all caps. It is not a natural way to read things and I often just ignore them, because it is too hard to read it.
Not to mention the part about everybody saying that it indicates shouting. I use it only to indicate particularly important words, like to put an emphasis on them. Not whole sentences or paragraphs -- it is just too hard to read!

yes, it annoys me. it is almost like they are yelling through the computer screen. i find it hard to read and almost like they are looking for attention.
dont type in all caps. it hurts the eyes and annoys the person reading it, doesnt matter how close you are to the person or what the reason.

Absolutely. I got an email at work once in caps and in red. Nevermind that it was from a worker that essentially supports my job function. Yes, it was as if she was yelling at me. I had to contact her and immediately address her "tone".

Yes I do get annoyed with that. Using capital letters is like yelling. Also I don't like it when people type with both capital letters and lower case letters in a word.
Example: "yAlL aRe bUgGiNg mE."

YES, THAT IS SO ANNOYING! I HATE EVERYONE WHO DOES THAT, BECAUSE THEY ARE CLEARLY ANNOYING PEOPLE THEMSELVES. I ESPECIALLY HATE IT WHEN I MAKE IT A POINT TO TELL THE PEOPLE THAT I HATE THAT, AND THEN THEY DO IT ANYWAY.
