My New American says he made Darkness the cover around Him. Psalm 18 describes God on the move to answer the Psamist's prayer, and provide a rescue. It has nothing to do with living in darkness. So, no, God does not live in darkness.

This verse is not describing where God lives. This verse is describing the might and power of God. It appears to be describing that God is a super weather phenomenon. Its all about God's might and power.
The verse says specifically darkness of "waters, thick clouds, and of the skies."
When Storms come it gets dark.

In that chapter - Psalm 18 - David is writing a song/poem of how God delivered him from his enemies. If you read the rest of Psalm 18, it talks of how David cried unto the Lord for help, how mighty & faithful God is, and how he was saved from his enemies. It does not mean that God literally lives in darkness. You have to read the entire passage instead of pulling out one verse - otherwise it's quite out of context.
