I had an argument on the phone with verizon for at least an hour and a half about this issue, for one of my customers..
my customer had no service at all at her home, it wasnt even wired, it was recently renovated. she wanted DRY DSL, so I contacted verizon, they wanted about $300 for the installation of the drop wire and NID. + it was more expensive monthly. I asked about DSL with a phone line installed, the installation dropped to about $125.
When asked if the customer could order the phone + DSL and cancel the phone in the future, but still keep the DSL loop, they said that they do not do that...
basicllay they are not advertising the DRY DSL to anyone, not many people, including there own people know much about its existance, aside from the fact that they dont really want to offer this to you, they deffinatly do not want to lose a voice line.
in the end I recommended to my customer, as I have done always to get a cable modem - the cable network is in much better shape, then the aging phone network, and is all fiber optic... VZ is learing, and slowly adding FIOS, but untill FIOS is available in your area (mabey it is now?) then cable will be the better choice... just dont let the cable techs do any of your phone wiring, they dont know what the hell they are doing, and use cheap parts from the 99 cent store

DSL needs a phone line so check with local phone company to see if you can get just a phone line without DSL service. If cousin was telling the truth or knew what he was talking about then there should already be a phone line coming into the house. Cousin would remember where the phone line came into the house so he could hook up his computer. It should be near where he had his computer setup. Otherwise he does not know what he was talking about and had a satellite dish for internet access. Or maybe through a cable TV type connection. Cousin might be confusing DSL with cable internet.

Yes, it can be done.. it is called "Naked DSL". If you don't understand what Naked DSL mean then you can look up in search site or Wikipedia for more information.
I will make it real short:
Naked DSL is that can run in phone line but you won't needed for the phone service to turn it on.
From what I know that Bellsouth used to have one but they don't offer it no more after AT&T bought it out! What a shame!

DSL is better to have. That's what i have. You can call the phone company and tell them to discontinue the phone line.

Verizon doesnt currently offer 'naked DSL' services. Their local loop services are still bundled...

Yes. It is called a dry loop. You need to ask for it by name, because they do not like to sell it without phone. It may not be available in all areas. At times It is also possible to get a faster connection this way.
