It is a functioning democratic government. As far as the U.S. role goes, chances are sometime in January 2009 the next president will start pulling out U.S. troops regardless of what is happening and if Bush hasn't pulled the troops out first. As far as how well the Iraqi troops are doing, one third of the trained troops have taken the lead meaning they are on their own. Four of the 18 providences have been handed back to the Iraqi government and the Iraqi military is in 17 of the 18 providences and also taking the lead. Right now the death toll has dropped 30% from last year which was already half that of Germany and Italy per 1,000 people.
