Nope GOD doesnt.U friend told u wrong.
Sometimes when we trust GOD for something and the troubles and tribulations in our lifes look like immovable giants we feel GOD has abandoned us or GOD lied but it isnt true.GOD is a holy and righteous GOD and he never commits sin.Even though GOD might delay to test our faith in him and how we react in times of troubles. He will help us.No giant is big before GOD.
GOD loves u so much that he sent his son JESUS to die for u to reconcile u back.
John 3:16 says "For GOD so loved the world that he gave his only begotten son that whoso ever believeth in him should not perish but have everlasting life".Ask JESUS to come into your heart and forgive ur sins and cleanse ur past with his blood.
With a simple prayer like above u can be saved.

God has his own truth, but to us, who are so out of touch with reality, God actually defines truth, by default. He's the only reliable definition we have of truth. Whatever he says is true, then.
On the other hand, like any parent, God certainly withholds information sometimes. ;) Or rather, we withhold truth from ourselves by not understanding it.

Sorry, . .but your friend Rachel is wrong! If God were EVER to lie just ONE LIE, He wouldn't be God anymore, and probably would be NO more, or like unto SATAN!! God can not SIN, and to tell I lie would be sinning!!!
And yet, Christ became SIN in the FLESH for our sakes on the cross, and NAILED our SINS there to stay forever!!!PTL So in that regard, I guess you could say that God could lie, but it wasn't His lies but ours. There is a BIG difference between lying yourself and taking ON the lies of others!!!
But that is NOT to say that Yahwah can't allow a 'lying spirit' from Satan's camp to do His bidding for Him!! As proven by the following (pasted) account in 1 Kings 22: 19-23!
Once King Ahab and Jehoshaphat were considering an Israelite-Judean joint expedition to go against the Syrians at Ramoth-gilead. Apparently leery of the plan, Jehoshaphat asked for "the word of Yahweh" (v:5) on the matter, and Ahab paraded before him 400 prophets who all assured Jehoshaphat that the alliance would succeed. Still unconvinced, Jehoshaphat wanted to consult at least one more prophet. Why the word of one more prophet would mean anything if Jehoshaphat was unconvinced by what the 400 were saying is anyone's guess. At any rate, Jehoshaphat insisted on consulting at least one more prophet, so Ahab reluctantly sent for Micaiah, the son of Imlah. "There is yet one man by whom we may inquire of Yahweh," Ahab told Jehoshaphat, "but I hate him, for he does not prophesy good concerning me but evil" (v:8).
When Micaiah was brought before the kings, the 400 prophets were putting on quite a spectacle. "Go up to Ramoth-gilead and prosper," they were saying, "for Yahweh will deliver it into the hand of the king." Asked by Ahab if their armies should go up to Ramoth-gilead or forebear, Micaiah said, "Go up and prosper, and Yahweh will deliver it into the hand of the king" (v:15). Apparently, this was spoken sarcastically, because Ahab then said, "How many times shall I command you that you speak to me nothing but the truth in the name of Yahweh?" In response to this, Micaiah told a story that implicated Yahweh in a conspiracy to lure Ahab to his death:
I saw Yahweh sitting on his throne, and all the host of heaven standing by him on his right hand and on his left. And Yahweh said, Who shall entice Ahab, that he may go up and fall at Ramoth-gilead? And one said on this manner; and another said on that manner. And there came forth a spirit, and stood before Yahweh, and said, I will entice him. And Yahweh said to him, With what? And he said, I will go forth, and will be a lying spirit in the mouth of all his prophets. And he said, You shall entice him, and shall prevail also: go forth, and do so. Now therefore, behold, Yahweh has put a lying spirit in the mouth of all these your prophets; and Yahweh has spoken evil concerning you (Bethel Bible).
