do i have to just replace the whole microwave or can i find some half assed thing to do to it to get it to cook everything all the way?

You don't need the twirly thing.
Just turn the food every few minutes youself.

The twirly thing is called a "mode stirrer" and simply serves to more evenly distribute the microwave energy. Get a wind-up turntable to set your food on or else, as the previous responder suggested, simply turn your food a number of times.

Sometimes the twirly things just needs cleaned and re installed.
