Can anyone tell me, from both the 'viewer' and the 'TV companies' views, the issues involved with broadcasting a TV shows (probably live) in Surround Sound? What would be the key issues involved with such an implementation?

You can transmit surround sound only in a digital transmission. In the US, it means MPEG2 video and Dolby Digital audio. If the DD audio has more than 2 channels, it is surround. The Studio needs to have a multi-channel audio encoder.
