Yes, but I sugest you build a sbc if you want a real motor.

The roller cam and the roller rockers are a nice combination to reduce friction and improve top end power. They are not required together. The roller rockers will improve the top end by reducing the effective mass of the valve train (by reduceing the load on the push rod) and the roller cam will reduce overall friction (the roller lifters may actually weigh a little more than the flat lifters). It is a good compromise to use them together.

Roller rockers and cams reduce friction. Some roller cams may require the use of roller rockers, check the spec sheets to get it right, but it's not an absolute.
