This is a great husband/wife question. The husband ususally doesn't care. The wife prefers (or demands) that it goes over the top. The right answer according to a toilet paper manufacturer is "over the top" because then the consumer has a tendency to use more sheets than if it were installed the other way.
I prefer over the top and then crease it to a point .... makes it look real pretty. ;-)

Over the top was the original way of placing toilet paper. Under is for people with animals (usually cats) If a cat starts pawing at the paper when it is "over" they will unroll the whole thing. When placed "under" animals can hit it all they want and it won't unroll.

Over the top, hanging away from the wall. That way peoples hands only touch the paper, not the wall. Plus if you buy TP with a design on it, it is usually only printed on one side.

LOL The million dollar question. You wouldn't believe the problems this causes in households. I hear under is the way BUT I hate fishing for the end so defiantly over! Bottom line, what ever you prefer.

Over the top usually for easy grab. Under if the house has cats or kids who want to grab the hanging edge and run with it streaming behind them.
