Are Cable TV stations actually paid "extra" by clients to transmit their ads at up to 20dB louder than the regualr program, or is that just an ignorant sound engineer who doesn't know how to read a VU meter?
(Specific problem with cable provider "Cogeco").

What's actually happening is that the TV program is broadcast at a lower sound level. You turn it up to hear it, then when the ads come on at the 'normal' level they are comparitively louder and get your attention. It's illegal to broadcast the ads louder, so this is how they get around it.

Most of the loud ads are not ones that come with the program. They are ones inserted by the cable provider in between what they are playing from the program source. They are loud and repetitive and you can bet that the people running them are familiar with the way to control their equipment.

many programs are in stereo or even dolby 5.1.

even though the sound is spread out over two or more channels, the "total" sound must meet limits for broadcast.

now play a commercial in mono, even if recorded at proper levels it will sound louder.

then add compression and other "enhancements"

throw in a little careless dubbing

and, voila, loud loud commercials... its a pain

try writing letters to the sponsors.

The major networks would do it too if it weren't against the law on broadcast TV and radio. Congress just needs to extend the law banning it on the airways to banning it in every media.
