Can't be done. Apple OS X only runs on Apple hardware.
But, if you buy an Intel Mac, you can install Windows too.
Boot Camp (free) and Parallels ($) both run Windows on Apple hardware.

There are one or two emulators, but the problem is that they are extremely primitive. Since what they do is illegal, Apple usually shuts them down before much progress is made. The biggest problem from a user point of view is a serious lack of hardware support and drivers. If you are a developer and you write device drivers for fun and are willing to code drivers for your own hardware, this may work out for you. Otherwise, forget it. If you want the Mac OS and you want it to work, you need a Mac. The Mac Mini starts at only $600.00.

I can understand the purpose of wanting to run PC programs on a MAC, because not all PC programs run on MAC, but cannot see the connection of running MAC programs on PC.
