Some people say that 102nd floor is only indoor observatory.

i think you can also go on the roof but only inside of the outside platform

The 102nd floor observatory deck is not always open to the public. You should find out before you go to the Empire State Building if that floor would be open for observation. The 86th floor of course is the more popular of the two.
