I think you are thinking of if you get flashed by a camera, they have 2 weeks to send you a fine etc.
Technically unless they film you, after you have been pulled over, they can do nothing.
EXCEPT if you take the ticket, then it is a contract. If you say, I am sorry I will not accept that ticket, then there is nothing they can do. You can ask to see proof that you were speeding. If they can not show you proof they can not issue the ticket. They will give you a warning, and that is actually nothing.

Can't say for the UK,
But that is normal in the U.S. Sometimes 6 months!!!
We have a statute of limitations, which varies by crime, but most are 7 years anyway.
