Hell = Hades.
(Revelation 20:14) And death and Ha′des were hurled into the lake of fire. This means the second death, the lake of fire.
(Revelation 21:4) And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away.”
Death is being done away with. so is Hades.
so Hades/ Hell cannot be a permanent place.
And because they are linked, the question arises. what is linked with death. It can only be the grave.
therefore Hades/Hell is man;s grave.

Considering everything that the OT god reigned down on his 'chosen people', hell would have been a picnic in comparison.
When the NT god decided to lay off the smiting, and flooding, something had to be done for punishment.

The King James Version sometimes translates “sheol” as “hell.” That these passages are references to the hell revealed in the New Testament is debatable since the ordinary use of sheol is “death” or “place of the dead.” Nevertheless below are a few of these passages in the Old Testament.
For a fire is kindled in mine anger, and shall burn unto the lowest hell, and shall consume the earth with her increase, and set on fire the foundations of the mountains. (Deuteronomy 32:22)
The wicked shall be turned into hell, and all the nations that forget God. (Psalm 9:17)
Hell from beneath is moved for thee to meet thee at thy coming: it stirreth up the dead for thee, even all the chief ones of the earth; it hath raised up from their thrones all the kings of the nations. (Isaiah 14:9)
Yet thou shalt be brought down to hell, to the sides of the pit. (Isaiah 14:15)
The following passage in Daniel does not depend upon any translation of “sheol.” Though it is not as descriptive as some of the passages in the New Testament I (and many scholars) believe it does refer to hell.
And at that time shall Michael stand up, the great prince which standeth for the children of thy people: and there shall be a time of trouble, such as never was since there was a nation even to that same time: and at that time thy people shall be delivered, every one that shall be found written in the book. And many of them that sleep in the dust of the earth shall awake, some to everlasting life, and some to shame and everlasting contempt. (Daniel 12:1 & 2)

It was, it was just called something else. I forget it's name though, it was something about a trash yard at one of their cities that was always burning. It was called such because it gave them a visual of it. Before Christ people went to Abraham, a waiting area for those getting into heaven, they were comforted there until the Lord took them into heaven after He was risen. At least that's how I understood it, it's been a good while since I read that part of it though.

The Christ cult needed a place described for where people go who don't ask for forgiveness of their ill deeds.A wrathful God wasn't good enough.They needed to also give a place of eternal torment so that fear could be maximized.

Crowd control. You can't rule a populace unless you have the threat of prisons. If you can't threaten people with hell, you can't get them to do what you want them to do.
