If the equipment is missing, the cat has been fixed. Even cats that are neutered can still spray for various reasons. Litterbox problems are the #1 difficulty people have with their cats. First of all, you need to take the cat to the vet to be sure there is not an underlying medical condition which causes him to spray. Then you need to put the cat and all his stuff in the bathroom. This will give him a smaller place and cats usually don't like to "mark" where they sleep and eat. While the cat is in the bathroom, get some Simple Solution or Natures Miracle. Use according to the directions on the package to remove the odor entirely. Even if you think the odor is gone, the cat's sense of smell is much better than yours and he can probably still smell it unless you use one of these enzymatic cleaners. You need to be sure to clean up all the places he marked. These places will glow under a blacklight. The cat should be in the bathroom for "litterbox re-training 101" for about 2 weeks. When he gets out, put a litterbox in one of the places where he was spraying. You can gradually move it somewhere else, but don't rush it. If he has an accident, back to the bathroom for training again. The bathroom will be easier to clean up. If he is good in the bathroom, you might have to consider putting him there when you're gone and when you're asleep if he continues to have problems. Just be patient and use the enzymatic cleaner. (Never use ammonia).

If he's male this will be easy for a vet to check - it's just a matter of seeing if he still has testicles under his tail or not! (you can look too but they're furry and hidden more than a dog's).
If he's not neutered, getting this done may or may not help. Cats can still spray everywhere even after they're neutered, even female ones. Also be aware that peeing everywhere can be a sign of bladder or other trouble, so you might want to discuss this whole situation with a vet.

How old is he? You will know soon enough because is he is older than eight-nine months he will start spraying pee all over your house and everywhere else to let all the other cats know he is ready to get it on. I suggest you make sure he is neutered before because it smells and you can't control it or stop it. Always spay and neuter, there are so many unwanted pets out there already.

Well....I dunno about kitties but I'm sure its the same for them....dogs testicles don't "drop" till a certain age. If he's over 6mo old then the only way to tell is well....to lift up his tail lol. If he's still young you'd need to see if you can find a scar in that "general" area. Neutering does not always stop a cat (or dog) from marking.

Has he still got his testicles? If not, he is neutered. If he does, he isn't neutered.
Either way, you can try to rid his behavior by spraying him with a water bottle each time he does something wrong. It's not in-humane and it works.

Taking him to a vet to get him checked out. You can see if he's neutered or he might have a urinary infection or something.

well, he would have testicles :P
If its a male he would start spaying at about six months of age, if a female then she would be very temperamental or might show up pregnant one day....
Best to consult your local vet.
