Yes in the invitation have the kids dress up. I would go to the thrift store and find old halloween princess outfits or old flower girl dresses for the ones that don't get dressed up to use. I would serve the drink in an actual tea pot and have the table set up for an actual tea party. For food I would make sandwiches with crust off and cut up in triangles or little squares. For gift bags you could get the little tea sets at the dollar store or at oriental trading to hand out. It sounds like it will lots of fun.

write on the invitations for the girls to wear a dress and hat for a tea party. Put a pretty tablecloth, and real cups and saucers on the table. And a tea pot. Have pretty cupcakes and mints. Add flowers and candles [well-supervised]. Mom serves the girls like a waitress. We used iced tea in the tea pot. Take a photo of each girl to give to them later. If you like you could have little sandwiches, too. Make it colorful.

My daughter had a tea party for her birthday party last year. For a craft I picked up fun-foam and the kids made wind-socks (link included). The cake was a strawberry cake (I'll copy the recipe at the end of this post). but the truely biggest hit was the "goody bag". We didn't give a goodie bag - instead I had picked up pansies at the local nursery, including a little rhyme on how to care for the plant, and taped it to a candy stick and stuck the stick in the soil of the pot. The kids all LOVED it. I got reports on how the pansies did for some time afterwards! and btw - the pansies were WAY cheaper than goodie-bags.
STRAWBERRY CAKE
1 small box strawberry jello (dry)
1/2 c. strawberry juice
1/2 c. strawberries, well-drained
1 box white cake mix
4 eggs
1 c. cooking oil
Soften jello in the strawberry juice. Empty cake mix into large mixing bowl. Add eggs, oil, and softened gelatin. Beat 4 minutes at medium speed. Add strawberries. Pour into 9x13" baking pan. Bake in 350 degree oven for 35-40 minutes. Remove and cool.
ICING
1 stick margarine, softened
1 box sifted powdered sugar
1/4 c. strawberry juice
1/2 c. strawberries, well-drained
Blend margarine with the powdered sugar. Add strawberry juice gradually to get to spreading consistency. Spread on cake, decorating with well-drained strawberries.
VARIATION: If using frozen strawberries, add 1/2 cup water and 1 Tbsp. flour to cake batter.

Lots of flowers, make sure everyone is supplied with a hat to go with their dress, and cake. Don't forget the flowers

buy floppy straw hats, one for each girls..........let them decorate them gluing on flowers, glitter, other craft items
